Tisztelt Tagtársunk!

Több, mint egy évnyi előkészület és vita után örömmel tesszük közzé az European Parking Standard Award minősítés odaítélésének újonnan átdolgozott feltételrendszerét. Ezt a feltételrendszert egy nemzetközi munkacsoport dolgozta ki.* A munkacsoport által összeállított és tesztelt tervezetet az EPA tagszervezetei, majd az EPA elnökségének (board) Szakpolitikai és Stratégiai Bizottsága véleményezte.

Az ESPA minősítést mintegy 15 éve azért hozták létre, hogy hozzájáruljon az európai parkolás minőségének fejlesztéséhez. A minősítési rendszer szigorú, de a legtöbb parkoló számára teljesíthető, és legalábbis minden újonnan épülő parkolónak meg kellene felelnie a követelményeinek. Egyértelművé kell tenni, hogy a Parking Standard követelményeinek megfelelő parkolók megbízható környezetet, biztonságos és kényelmes parkolási szolgáltatást kínálnak vendégeiknek.
 

 

A parkolókkal szembeni elvárások változását a legjobban a gépkocsik fejlődésén lehet lemérni: egy mai Opel Astra vagy Renault Megane szélessége mintegy 1,8 méter, ami megfelel a hetvenes évek nagy Mercedes Benzének! Az ehhez hasonló változásokat a parkolási ágazat nem hagyhatja figyelmen kívül.

Nem minden most működő parkoló felel meg az új követelményeknek. A meg nem felelt parkolók nem alkalmatlanok a működésre, de nem kapják meg a Parking Standard elvárásainak való megfelelést tanúsító plakettet.

Hogy vendégeik számára bizonyságát adják kiegyensúlyozott szolgáltatási csomagjuknak, a parkolóknak egy többszintű feltételrendszernek kell megfelelniük:

  • Kis számú alapfeltétel. Ezek a feltételek a biztonságos parkolás alapvető követelményeit jelentik és mindenképpen meg kell nekik felelni.
  • Pontokkal értékelt követelmények átfogó rendszere, melyek alapját a parkoló felszereltsége és a kínált szolgáltatások jelentik:
    • Összesen 103 tételért lehet pontot kapni, a minősítés elnyeréséhez legalább 160 pontra van szükség. Az összes tételért maximálisan kapható összpontszám 300.
    • A kiegyensúlyozott parkolási szolgáltatás biztosítása érdekében tíz kategória mindegyikében meg kell szerezni egy minimális pontszámot. E minimális pontszámok összege 12 poont.
    • Ha a parkoló egyes kategóriákban kevésbé jól teljesít (de megfelel az adott kategóriába tartozó minimális követelményeknek), azt más kategóriákban nyújtott kivételesen jó teljesítmény ellensúlyozhatja.
  • A végső pontszámot pozitív vagy negatív irányban befolyásolhatják meghatározott pozitív vagy negatív tapasztalatok.

A korábbi rendszerben Európa szerte több, mint 200 parkoló nyerte el az ESPA minősítést, amely 2013-ig érvényes marad. A továbbiakban az ESPA minősítéseken és a hozzájuk tartozó plaketteken feltüntetik az évszámot, és a parkoló üzemeltetője döntheti el, mikor akar új minősítésért és plakettért pályázni.

Az EPA az ESPA minősítések odaítélésének és kiadásának jogát a nemzeti parkolási szövetségekre ruházta. A nemzeti parkolási szövetségek 160 fölé is emelhetik a minősítés elnyeréséhez minimálisan szükséges pontszámot, csökkenteni azonban nincs joguk. A nemzeti parkolási szövetségek úgy is dönthetnek, hogy újra elbírálják a parkolókat az ESPA követelményei alapján, még mielőtt az üzemeltetők folyamodnának ezért.

Minden ESPA minősítés parkolónak történő odaítéléséről értesíteni kell az EPA kölni titkárságát, statisztikai és marketing-célból.

Hogy az ESPA rendszer ismertté és elismertté váljék a parkolóvendégek körében, ezáltal emelve a minősítés értékét az üzemeltetők számára, az EPA megszervezi a marketinget és közleményeket ad ki, a kapcsolódó anyagokat pedig eljuttatja a nemzeti szervezetekhez.
Reméljük, hogy a rendszer hozzájárul majd a parkolás fejlesztéséhez Európában és számos ESPA minősítést ítélnek majd oda 2010-ben és a következő években egyaránt.

Szigorú fellépésre számíthatnak a szabálytalankodó autósok a Margitszigeten

A Margitsziget természeti értékeit veszélyeztetik és feleslegesen szennyezik a terület levegőjét a jogosulatlanul behajtó és szabálytalanul parkoló autók, akik ráadásul a szigetre látogató gyalogosokat, kerékpárosokat és futókat is akadályozzák. A tarthatatlan állapotra a Parking Kft., a Fővárosi Önkormányzat szakcége hívta fel figyelmet, akik Ikvai-Szabó Imre főpolgármester-helyettes kezdeményezésére ma délelőtt helyszíni megbeszélést tartottak az érintettekkel. A bejárást követően a kerületi rendőrkapitánysággal együttműködve elrendelték a környéken szabálytalanul parkoló járművek és a mozgáskorlátozott igazolványok fokozott ellenőrzését.

 

Ugyan a Főváros mindent megtesz a Margitsziget környezeti és történelmi építészeti értékeinek védelméért, a szabálytalanul parkoló autósok ellepik az Árpád-híd felőli lehajtó környékét, veszélyeztetve a szigetre pihenni és szórakozni járókat. A rutinellenőrzések során az is kiderült, hogy sajnos itt is egyre gyakrabban hamis mozgássérült igazolvánnyal, jogtalanul foglalják el a rászorulók részére fenntartott várakozóhelyeket. Mivel a Margitsziget Budapest egyik legnagyobb és legkedveltebb közparkja, a Fővárosi Önkormányzat és a Parking Kft. kiemelten fontosnak tartják a sziget rendjének megőrzését. Ezt segíti a terület jövőjét meghatározó, tavaly elkészült stratégia, ezért szigorította a Főváros a behajtási engedélyek kiadását, valamint ezt szolgálja a sziget bejáratánál működő kamerarendszer és az ellenőrző sorompó.

 

A helyszínbejáráson, amelyen Ikvai-Szabó Imre főpolgármester-helyettesen és Gyarmati Zoltánon, a Parking Kft. ügyvezetőjén kívül a XIII. kerületi Önkormányzat, a Fővárosi Közterület-felügyelet, a XIII. kerületi Rendőrkapitányság és a Fővárosi Önkormányzat szakemberei is részt vettek, az érintettek három lényeges kérdésben állapodtak meg. A mai naptól a rendőrség és a Fővárosi Közterület-felügyelet minden eddiginél szigorúbban ellenőrzi a mozgáskorlátozott igazolványokat, amit a hozzátartozók részére kiadott kártyák esetében ki- és behajtáskor is elkérhetnek. Ezentúl fokozottan ellenőrzik majd az Árpád-hídi lehajtó környékén szabálytalanul parkoló autókat is. A harmadik intézkedés a Parking Kft. által üzemeltetett 350 férőhelyes parkolót érinti. Ebből ugyanis közel 150-et hamarosan egy szintén 150 férőhelyes hangár válthat ki, amelyet a cég legkésőbb 2011 tavaszáig mélygarázzsá alakítana. Így a felszíni parkolóhelyek egy részét újraparkosíthatják, azaz tovább nőhet a sziget zöldfelülete.
